The recent incident suffered by Fairlife, a company dedicated to dairy production and owned by The Coca-Cola Company, clearly illustrates how a cyberattack can transcend the technological sphere and become a problem with operational, economic, and reputational consequences.</p>



<p class="wp-block-paragraph">The company confirmed that it experienced a cybersecurity incident that affected part of its operations in the United States. As a containment measure, Fairlife decided to temporarily suspend some production processes while working alongside external specialists to investigate the scope of the attack and restore the affected systems. If in the past economic sanctions were applied mainly as a response to armed conflicts, violations of international law, or diplomatic crises, today they are also part of the strategy to combat risks that emerge in the digital environment.&nbsp;</p>



<p class="wp-block-paragraph">The growing sophistication of cyberattacks, the rise of criminal organizations specialized in cybercrime, and the impact that these activities have on the economy and essential services have led Brussels to expand the scope of its restrictive measures. In this context, the recent decision to sanction Russian citizens and various entities linked both to human rights violations and to activities related to cybercrime takes place.</p>



<p class="wp-block-paragraph">Although the war in Ukraine continues to be the main factor shaping relations between the European Union and Russia, community institutions consider that hybrid threats represent an equally important challenge. Cyberattacks, digital espionage campaigns, the spread of malicious software, and operations directed against critical infrastructures have come to occupy a prominent place within the European security agenda.&nbsp;</p>



<p class="wp-block-paragraph">As a consequence, the sanctions policy is no longer limited solely to responding to military actions or government decisions, but also seeks to hinder the activity of individuals and organizations that participate in operations capable of affecting the economic, political, and technological stability of the continent. The decision adopted by the European Union highlights a change in approach that many specialists had anticipated for years.&nbsp;</p>



<p class="wp-block-paragraph">The boundaries between organized crime, cyber espionage, and threats to national security are increasingly blurred. In many cases, the same group may develop ransomware-based extortion campaigns, sell stolen information in underground markets, and at the same time provide services or indirectly collaborate with actors interested in obtaining strategic advantages. This complexity explains why European authorities have begun using diplomatic and economic tools to complement the work traditionally carried out by police forces and courts.</p>



<h2 class="wp-block-heading"><strong>Cybercrime stopped being an exclusively technological problem</strong></h2>



<p class="wp-block-paragraph">Just two decades ago, most computer crimes related to cybercrime consisted of creating viruses intended to alter the operation of personal computers or attacks aimed at gaining notoriety within hacker communities. Those early forms of cybercrime, although they generated significant economic losses, were rarely considered a priority issue for international policy.</p>

<p class="wp-block-paragraph">However, the rapid digitalization of the economy, the growth of electronic commerce, and the dependence on systems connected to the internet completely changed that scenario, turning cybercrime into an increasingly relevant global threat. Currently, practically all strategic sectors depend on the continuous operation of digital platforms, which has considerably expanded the scope of modern cybercrime. Hospitals, electricity networks, banks, airlines, ports, manufacturing industries, telecommunications operators, and public administrations use interconnected computer systems to manage critical processes. This means that a successful cybercrime attack can paralyze essential services, interrupt supply chains, or compromise highly sensitive information belonging to millions of people.&nbsp;</p>



<p class="wp-block-paragraph">Consequently, the fight against cybercrime and protection against its consequences have ceased to be matters reserved for technical departments and have become national security priorities. Various international reports estimate that cybercrime generates economic losses of hundreds of billions of dollars every year, consolidating itself as one of the most lucrative criminal activities in the world.&nbsp;</p>



<p class="wp-block-paragraph">To these figures are added the costs derived from cybercrime attacks, such as the interruption of activities, the recovery of affected systems, the strengthening of protection measures, and the reputational impact suffered by organizations that become victims of these operations. Many companies take months to fully recover their activity after a serious cybercrime incident, while some small and medium-sized companies never manage to completely recover due to the financial and operational impact caused by these digital attacks.</p>



<h2 class="wp-block-heading"><strong>Why does the European Union resort to sanctions?</strong></h2>



<p class="wp-block-paragraph">Investigations related to computer crimes linked to cybercrime often face significant obstacles. Those responsible for cybercrime activities may operate from different countries, use false identities, hide their location through virtual private networks, or employ servers distributed across several jurisdictions. Even when authorities manage to identify the alleged individuals responsible for these cybercrime operations, obtaining their extradition is extremely complicated if they reside in territories that do not maintain effective judicial cooperation agreements or where criminal investigations encounter political and legal difficulties.</p>



<p class="wp-block-paragraph">Faced with this situation, the European Union has developed a specific sanctions regime aimed at responding to cyberattacks and cybercrime activities considered particularly serious. These measures do not replace judicial proceedings nor do they imply a criminal conviction, but they do allow economic and diplomatic pressure to be exerted on the individuals or entities identified as participating in cybercrime operations. The freezing of assets, the prohibition of travel to European Union territory, and restrictions on carrying out financial operations with European companies seek to limit their ability to act and increase the costs associated with this type of cybercrime-related activity.</p>



<p class="wp-block-paragraph">The objective also has a preventive dimension against the growth of international cybercrime. By making access to the European financial system more difficult and restricting commercial relations, community institutions aim to reduce incentives for criminal organizations or individuals to continue developing cybercrime operations directed against European interests. Although sanctions alone do not eliminate the threat of cybercrime, they form part of a broader strategy that combines police cooperation, intelligence sharing, strengthening of cybersecurity, and international coordination.</p>



<h2 class="wp-block-heading"><strong>Ransomware: The threat that changed the perception of cybercrime</strong></h2>



<p class="wp-block-paragraph">If there is one phenomenon that has transformed the way governments and companies perceive cybercrime, it is ransomware. This type of attack consists of introducing malicious software into an organization’s computer systems with the objective of encrypting its files and blocking access to information. Subsequently, those responsible for cybercrime demand payment of a ransom, generally through cryptocurrencies, in exchange for providing a decryption key or committing not to disclose the stolen data.</p>



<p class="wp-block-paragraph">Over time, these cybercrime operations became much more sophisticated. Many groups no longer limit themselves to blocking information, but first extract large amounts of confidential data. They then threaten to publish it if the victim refuses to pay, a strategy known as double extortion. In some cases, they even contact customers, suppliers, or business partners of the affected company to increase pressure, giving rise to triple extortion models used by organizations specialized in cybercrime to maximize the economic benefit of the attack.</p>



<p class="wp-block-paragraph">The professionalization of these cybercrime organizations has also given rise to the so-called Ransomware-as-a-Service (RaaS). Under this model, developers of malicious software rent their tools to other criminals in exchange for a percentage of the ransoms obtained through cybercrime campaigns. This system has considerably reduced entry barriers for new criminal actors, since it is not necessary to possess extensive technical knowledge to launch digital extortion operations. As a result, the number of cybercrime-related attacks recorded worldwide increased significantly during recent years.</p>



<h2 class="wp-block-heading"><strong>A highly organized criminal industry</strong></h2>



<p class="wp-block-paragraph">The image of the solitary hacker operating from a personal computer is far removed from today’s reality. A large part of contemporary cybercrime is carried out by organizations that operate with structures similar to those of a company. There are teams specialized in developing malware used in cybercrime operations, experts exclusively dedicated to breaching security systems, negotiators responsible for communicating with victims, and individuals in charge of laundering profits obtained through complex financial operations.</p>



<p class="wp-block-paragraph">In addition to ransomware campaigns, these cybercrime groups carry out very diverse activities. The massive theft of access credentials allows them to later infiltrate corporate networks or sell that information in underground forums used by other criminal organizations. Phishing campaigns continue to be one of the main methods used in cybercrime to deceive users and obtain passwords or banking data, while botnets —networks of infected devices remotely controlled— are used to launch distributed denial-of-service (DDoS) attacks, distribute malware, or send large quantities of fraudulent emails.</p>



<p class="wp-block-paragraph">The underground market for stolen data has also become an extremely lucrative business within the cybercrime ecosystem. Databases containing millions of personal records, financial information, medical histories, or corporate documents can be sold to other criminal groups interested in committing fraud, carrying out espionage campaigns, or preparing new cybercrime attacks. The creation of a European sanctions regime against cyber activities represented a political recognition that certain cybercrime actions should not be treated solely as technological crimes, but rather as operations capable of affecting the security of States and the functioning of democratic societies.</p>

The measures may be applied against those who develop malicious tools used in cybercrime activities, those who carry out digital attacks, or those who provide financial, technical, or logistical support to conduct them. In this way, Brussels seeks to target not only the visible author of a cybercrime operation, but also the criminal infrastructure that makes this type of activity possible.</p>



<p class="wp-block-paragraph">However, sanctions do not replace police investigations or judicial proceedings against cybercrime. Identifying those responsible in the digital field continues to be a complex task that requires forensic analysis, international cooperation, and the collection of technical evidence. In many cases, cybercrime actors use multiple layers of anonymity, rented infrastructure, and concealment methods designed to make attribution more difficult. Therefore, the European response combines diplomatic, economic, and judicial tools to increase the possibilities of stopping these cybercrime activities.</p>



<h2 class="wp-block-heading"><strong>The relationship between cybercrime and hybrid threats</strong></h2>



<p class="wp-block-paragraph">One of the main reasons why the European Union has increased its attention toward cybercrime is the relationship between digital attacks and so-called hybrid threats. This concept describes strategies that combine different methods of pressure, such as disinformation campaigns, espionage, political manipulation, cyberattacks, and economic actions, with the objective of weakening an adversary’s ability to respond. Within this scenario, cybercrime has become a tool capable of complementing other forms of international pressure.</p>

At the same time, there are also numerous criminal groups dedicated to cybercrime that operate from Russian territory or nearby countries without necessarily having a proven direct relationship with the State.</p>



<p class="wp-block-paragraph">This distinction is important because cybercrime is a complex phenomenon in which actors with different motivations coexist. Some groups seek exclusively financial benefits through digital extortion and ransomware attacks, while others may be connected to political or strategic objectives. The difficulty in determining these connections between criminal cybercrime and possible state interests is precisely one of the greatest challenges faced by international organizations responsible for responding to digital threats.</p>



<h2 class="wp-block-heading"><strong>International cooperation: An essential tool</strong></h2>



<p class="wp-block-paragraph">The fight against cybercrime requires a level of international cooperation much greater than that used to combat other crimes. The internet allows a cybercrime operation to be designed in one country, executed through servers located on several continents, and directed against victims located on the other side of the world. In this scenario, organizations dedicated to cybercrime and certain state actors may use digital tools to obtain economic benefits, collect strategic information, disrupt essential services, or exert pressure on other countries. The evolution of cybercrime confirms that protecting computer systems has become a fundamental element for the operational continuity of governments and companies.</p>

Within this trend appears Claude Cowork, a new proposal from Anthropic that seeks to turn artificial intelligence into a digital collaborator capable of actively participating in workflows.</p>



<p class="wp-block-paragraph">The arrival of Claude Cowork on mobile phones and web platforms represents an important change in the way users interact with this type of technology. The tool, which was initially available as a desktop application, now allows processes to be started from different devices and work to continue even if the computer where the task began remains turned off. This feature reflects a transition from traditional assistants toward systems that can handle more complex activities autonomously.</p>



<p class="wp-block-paragraph">More than simply responding to individual messages, Claude Cowork is designed to receive general objectives and develop a series of steps until completing a task. A user can request the creation of a report, the organization of data, the preparation of business documents, or the analysis of scattered information, and artificial intelligence can take responsibility for structuring the process. The central idea is that the person stops controlling every small action and moves toward supervising results.</p>

Professionals in marketing, communication, and business use Claude Cowork to prepare drafts, proposals, presentations, and publications. Claude Cowork works as a fast first version that can later be reviewed, corrected, and improved by human specialists. Software development continues to be a relevant application for Claude Cowork, but it represents only one part of the ecosystem. The expansion of Claude Cowork into other sectors shows that generative artificial intelligence is no longer viewed only as a technical tool and is beginning to be incorporated into administrative, creative, and strategic activities.</p>



<p class="wp-block-paragraph">The deepest transformation related to Claude Cowork is connected to the idea of delegating complete processes. For years, users learned to use specific programs: spreadsheets for numbers, word processors for reports, and presentation tools for slides. Claude Cowork proposes a different model: describing the expected result and allowing artificial intelligence to combine different capabilities to produce it.</p>

For years, the main concerns of governments were focused on international terrorism, traditional espionage and conventional military conflicts. However, the growing dependence on information technologies has opened a new scenario in which cyberattacks can cause damage comparable to that of a physical crisis, affecting essential services, critical infrastructures and even the economic stability of a country.</p>



<p class="wp-block-paragraph">Germany is one of the European countries paying the greatest attention to this transformation of the security landscape. As Europe’s largest economy and one of the world’s main industrial centers, the country depends heavily on digital systems for the functioning of its public administration, its companies and its strategic infrastructures. This dependence also makes it an attractive target for groups of cybercriminals, organizations dedicated to industrial espionage and state actors interested in obtaining political, economic or military advantages.</p>



<p class="wp-block-paragraph">Given this scenario, the German government is studying a reform that would allow the capabilities of its intelligence services to be strengthened in order to respond more effectively to cyberattacks. The proposal seeks to grant new tools to certain agencies to intervene when a digital threat compromises national security, always within a legal framework subject to institutional oversight. The debate has generated broad interest both in the political sphere and among cybersecurity experts and organizations defending civil rights.</p>



<h2 class="wp-block-heading"><strong>An international context marked by the increase in cyberattacks</strong></h2>



<p class="wp-block-paragraph">Cyberattacks have become one of the main risks for governments and companies around the world. In recent years, an increase has been observed both in the number of cyberattacks and in the level of sophistication of the techniques used by attackers to carry out each cyberattack. These cyberattack campaigns no longer seek only to obtain confidential information, but also to disrupt essential services, financially extort the organizations affected by a cyberattack or weaken the public’s trust in public institutions through cyberattack actions.</p>

<p class="wp-block-paragraph">The conflict between Russia and Ukraine has contributed to accelerating this trend related to the cyberattack. The war has shown that current military operations combine conventional actions with disinformation campaigns, sabotage of critical infrastructures and cyberattacks directed against communication networks or government systems. For many analysts, cyberspace has become consolidated as a new scenario of confrontation in which States attempt to obtain strategic advantages through cyberattacks, without needing to directly resort to an armed confrontation, which has increased concern about the use of the cyberattack as a tool of pressure.</p>



<p class="wp-block-paragraph">Europe has responded by strengthening its cooperation mechanisms in cybersecurity matters to prevent and respond to any cyberattack, although each country maintains its own competencies in developing its national capabilities against this type of cyberattacks. Germany considers that the increase in geopolitical tension requires reviewing the available tools to prevent, detect and respond more effectively to a cyberattack. The intention is not only to improve the protection of computer systems against a possible cyberattack, but also to adapt legislation to a technological environment that evolves very rapidly and in which the risk of suffering a cyberattack is increasingly greater.</p>



<h2 class="wp-block-heading"><strong>Why does Germany consider a reform necessary?</strong></h2>



<p class="wp-block-paragraph">German authorities maintain that current legal instruments were designed for a context very different from the one that exists today. When many of the regulations governing the activity of intelligence services were approved, the internet still did not have the central role it plays today and most critical infrastructures did not depend on digital networks as complex as those currently existing. This difference has generated a gap between existing threats, especially those related to cyberattacks, and the tools that institutions can use to prevent, contain and respond to a cyberattack of great magnitude.</p>



<p class="wp-block-paragraph">Security officials consider that limiting themselves to detecting a cyberattack or collecting information about its perpetrators may be insufficient when a cyber aggression or cyberattack is underway. In certain cases, a cyberattack can spread within minutes and simultaneously affect multiple public agencies or private companies, causing significant interruptions in services. This speed makes it necessary to have mechanisms that allow action before the damage caused by a cyberattack becomes irreversible and before the cyberattack spreads to other critical infrastructures.</p>



<p class="wp-block-paragraph">The debate does not revolve solely around the possibility of strengthening the State’s technical capabilities to respond to a cyberattack. It also focuses on precisely defining what the limits of these new powers would be, which agencies could exercise them and under what mechanisms of judicial and parliamentary control they should be developed in order to intervene against a cyberattack without violating fundamental rights. The intention is to prevent the strengthening of national security in the face of the growing risk of cyberattacks from implying an unjustified reduction of citizens’ constitutional guarantees.</p>



<h2 class="wp-block-heading"><strong>The difficulty of identifying those responsible for a cyberattack</strong></h2>



<p class="wp-block-paragraph">One of the greatest challenges faced by investigators is determining who is truly behind a cyberattack or a malicious computer operation. Unlike other types of aggression, in cyberspace it is relatively easy to conceal the origin of a cyberattack by using servers located in different countries, compromised networks or previously infected systems. This means that the address from which a cyberattack or intrusion apparently originates rarely coincides with the identity of those responsible, which makes the attribution of the cyberattack extremely difficult.</p>



<p class="wp-block-paragraph">Specialized groups usually employ advanced techniques to hinder investigations into a cyberattack. Among them are the use of virtual private networks, infrastructures distributed across multiple jurisdictions and programs specifically designed to eliminate traces of activity once the cyberattack operation has been completed. In some cases, they even reuse tools developed by other groups with the aim of diverting investigators’ attention and making the attribution process of the cyberattack even more complicated.</p>



<p class="wp-block-paragraph">This reality makes intelligence gathering an especially complex task when investigating a cyberattack. Before adopting any response measure against a cyberattack, authorities need to gather enough technical evidence that allows them to establish a high degree of certainty regarding the authorship of the cyberattack. An incorrect attribution of a cyberattack could not only affect third parties unrelated to the events, but could also generate diplomatic tensions with other countries or trigger disproportionate responses.</p>



<p class="wp-block-paragraph">Precisely for this reason, Germany maintains close cooperation with European partners and international allies regarding information exchange to detect and analyze each cyberattack. Sharing indicators of compromise, behavior patterns and technical data makes it possible to accelerate investigations and increase the ability to identify coordinated cyberattack campaigns that simultaneously affect several States. This collaboration has become one of the fundamental pillars of European digital security and of the joint response to the growing number of cyberattacks.</p>



<h2 class="wp-block-heading"><strong>International cooperation in the face of borderless threats</strong></h2>



<p class="wp-block-paragraph">Cyber threats rarely respect national borders. A cyberattack can be planned from one continent, carried out through servers distributed across several countries and simultaneously affect organizations located in different regions of the world. This global dimension of the cyberattack means that no State can face all the risks associated with the digital environment on its own or respond effectively to an international-scale cyberattack campaign.</p>



<p class="wp-block-paragraph">Germany actively participates in numerous international mechanisms aimed at strengthening cybersecurity cooperation in response to the growing number of cyberattacks. Within the European Union, there are initiatives focused on the exchange of information about incidents and cyberattacks, the development of common protection standards and the coordination of responses when a cyberattack affects several member states. These tools make it possible to share technical knowledge and improve the capacity to react to particularly sophisticated cyberattack campaigns.</p>



<p class="wp-block-paragraph">The North Atlantic Treaty Organization has also increased its attention to the cyber domain during the last decade. The Alliance considers that a cyberattack or a cyberattack campaign can have consequences comparable to those of other forms of aggression and, for this reason, it has developed specific structures to strengthen cooperation among its members. Germany plays a relevant role within these initiatives due to its technological capacity and the strategic importance of its infrastructures in the face of the risk of suffering a cyberattack.</p>



<p class="wp-block-paragraph">In addition to institutional cooperation, the private sector plays an increasingly important role in preventing any cyberattack. A significant part of critical infrastructures belongs to companies that manage essential services for the population and that can become targets of a cyberattack. For this reason, collaboration between public bodies, technology companies and infrastructure operators is indispensable to quickly detect a cyberattack and coordinate an effective response when an incident of this type occurs.</p>

<p class="wp-block-paragraph">Although the need to strengthen protection against cyberattacks has broad political support, the debate intensifies when reforms affect the powers of intelligence services to prevent or respond to a cyberattack. Germany has one of the most demanding legislations in Europe regarding data protection and fundamental rights, a reality that conditions any proposal related to state surveillance or the collection of information linked to a cyberattack.</p>



<p class="wp-block-paragraph">Various civil rights organizations have recalled that the new powers must be subject to clearly defined limits and effective oversight mechanisms. From this perspective, any expansion of powers to combat a cyberattack must comply with criteria of necessity, proportionality and democratic control, preventing tools designed to deal with an exceptional cyberattack from being used indiscriminately. The objective is to guarantee that the protection of national security in the face of the increase in cyberattacks does not translate into unjustified restrictions on individual freedoms.</p>



<p class="wp-block-paragraph">Supporters of the reform argue, for their part, that the evolution of threats requires adapting the existing legal framework. They argue that cybercriminals and state-sponsored actors precisely take advantage of the legal limitations of democratic countries to develop increasingly sophisticated cyberattacks. Consequently, they consider that providing intelligence services with appropriate tools to prevent and respond to a cyberattack constitutes a necessary measure to protect both institutions and citizens.</p>



<p class="wp-block-paragraph">This exchange of arguments reflects a recurring issue in contemporary democracies: how to find a balance between the effectiveness of security policies against a cyberattack and respect for fundamental rights. The answer is not usually found in extreme positions, but rather in the design of control systems that allow action against a cyberattack or any other real threat without weakening the principles on which the rule of law is based.</p>



<h2 class="wp-block-heading"><strong>The role of artificial intelligence in the new cybersecurity strategy</strong></h2>



<p class="wp-block-paragraph">Artificial intelligence has become one of the tools with the greatest potential to transform cybersecurity and improve the response to a cyberattack. Machine learning algorithms are capable of analyzing millions of events per second, detecting anomalous behaviors associated with a possible cyberattack and generating alerts long before a human analyst could identify a threat. This capability is especially useful in a context in which the volume of information generated by networks, devices and applications continues to grow exponentially.</p>



<p class="wp-block-paragraph">Intelligence agencies and organizations specialized in security consider that these technologies can significantly improve the early detection of espionage campaigns, intrusion attempts and coordinated cyberattacks against critical infrastructures. Thanks to the automation of certain tasks related to the detection of a cyberattack, analysts can focus their efforts on the strategic evaluation of the most complex incidents and on decision-making. However, the incorporation of these tools also raises questions about algorithm transparency, data protection and the need to always maintain human supervision in the most sensitive processes.</p>



<p class="wp-block-paragraph">At the same time, attackers are also taking advantage of advances in artificial intelligence to perfect their cyberattack techniques. Fraudulent emails are becoming increasingly convincing, malicious programs can automatically adapt to different computer environments and disinformation campaigns can produce large amounts of false content with an increasingly realistic appearance. This technological race forces governments to constantly invest in research and development to prevent their defensive capabilities against cyberattacks from falling behind the evolution of threats.</p>



<h2 class="wp-block-heading"><strong>The challenges of attribution in a hybrid warfare scenario</strong></h2>



<p class="wp-block-paragraph">One of the factors that most complicates the response of States to cyberattacks is the difficulty of attributing with certainty the authorship of a cyberattack or a malicious computer operation. Unlike a conventional military attack, where it is normally possible to identify the responsible party relatively quickly, a cyberattack in cyberspace is usually designed precisely to conceal its origin. Those responsible for a cyberattack use networks distributed across different countries, previously compromised equipment and multiple layers of anonymization that make any investigation aimed at identifying the authors of the cyberattack extremely difficult.</p>



<p class="wp-block-paragraph">This reality means that a government’s response to a cyberattack cannot be based solely on preliminary indications. Before adopting any measure that could have diplomatic or security consequences following a cyberattack, it is essential to gather technical evidence, contextual intelligence and information from different national and international organizations. The attribution of a cyberattack is, in most cases, a complex process that can last for weeks or even months, especially when there are actors behind the cyberattack with extensive technical resources and the ability to conceal their identity.</p>



<p class="wp-block-paragraph">The situation becomes even more delicate when groups with indirect links to certain States are involved behind a cyberattack. On many occasions, governments resort to hacker organizations that, at least formally, act independently to carry out a cyberattack. This strategy makes it difficult to prove official involvement in the cyberattack and provides a certain degree of deniability, which complicates the adoption of retaliatory measures within the framework of international law and the coordinated response to future cyberattacks.</p>

However, when it comes to commercial models developed by companies such as Anthropic or Alibaba, usage conditions often establish specific restrictions on such practices.</p>



<p class="wp-block-paragraph">The problem arises when the teacher model belongs to another organization and its use contradicts the terms of service established by the developer. In that scenario, legal questions emerge as to whether the process constitutes simply intensive use of an API or represents a form of improper appropriation of the intellectual work carried out by another company—precisely the type of issue that has placed Anthropic and Alibaba at the center of the AI debate.</p>



<h2 class="wp-block-heading"><strong>The accusations made by Anthropic against Alibaba</strong></h2>



<p class="wp-block-paragraph">According to Anthropic, its monitoring systems detected a pattern of activity very different from the usual behavior of business clients or individual developers. These observations led Anthropic to suspect a possible organized campaign related to the use of its models.</p>



<p class="wp-block-paragraph">The company stated that thousands of independent accounts may have been used to send automated queries intended to obtain an extraordinarily high volume of responses from the Claude model. According to Anthropic, these queries were related to an operation aimed at extracting model capabilities, allegations that subsequently placed Alibaba at the center of the controversy.</p>



<p class="wp-block-paragraph">From Anthropic’s perspective, the massive use of multiple accounts would have been intended to avoid the limits established to prevent precisely this type of activity. By distributing queries across numerous apparently independent users, the system could generate millions of responses without easily triggering the traditional detection mechanisms implemented by Anthropic.</p>



<p class="wp-block-paragraph">Anthropic maintains that the purpose of this systematic collection was to build a sufficiently large dataset to train another model using the responses produced by Claude. Although Anthropic did not publicly state that the full model had been copied, it did express concern about the possible extraction of capabilities through distillation techniques.</p>



<p class="wp-block-paragraph">Although Anthropic made its suspicions public, it did not openly present all the technical evidence used to reach that conclusion. This aspect is understandable from the standpoint of cybersecurity, since revealing detection methods could make it easier for future similar operations to go unnoticed, both against Anthropic and other AI developers, including Alibaba.</p>



<p class="wp-block-paragraph">The company indicated that it continuously investigates activities aimed at extracting capabilities from its models and that it dedicates significant resources to improving its protection systems against such threats. For Anthropic, strengthening the security of Claude has become a priority due to the growing interest its models generate within the industry.</p>



<h2 class="wp-block-heading"><strong>Why are model outputs so valuable for Anthropic and Alibaba?</strong></h2>

<p class="wp-block-paragraph">This possibility has led many developers to introduce limitations on the number of allowed queries, advanced systems for detecting automation, and mechanisms designed to identify patterns consistent with attempts at large-scale knowledge extraction. Companies such as Anthropic and Alibaba consider these measures to be increasingly important as competition in the development of artificial intelligence models grows.</p>



<h2 class="wp-block-heading"><strong>Alibaba’s response and the difficulty of proving illicit extraction</strong></h2>



<p class="wp-block-paragraph">After the allegations became known, Alibaba did not acknowledge having carried out a capability extraction campaign against Claude, the model developed by Anthropic. The company avoided confirming Anthropic’s claims, while the accusations were made public through a letter sent by Anthropic to members of the United States Senate ahead of a hearing on artificial intelligence. In that communication, Anthropic stated that operators linked to Alibaba’s Qwen laboratory had carried out around 28.8 million interactions with Claude using approximately 25,000 fraudulent accounts between late April and early June 2026.</p>



<p class="wp-block-paragraph">Although the figures provided by Anthropic drew industry attention and placed Alibaba at the center of the debate, technically proving such an operation is not straightforward. A high number of queries to a model developed by Anthropic, Alibaba, or any other company does not, by itself, constitute proof of improper copying. Companies must analyze numerous indicators, such as repetitive question patterns, query automation, the use of proxy networks to conceal traffic origin, mass account creation, and temporal coincidences with the development of new models.</p>



<p class="wp-block-paragraph">In other words, the challenge lies in distinguishing between intensive but legitimate use of a platform and an operation specifically designed to reconstruct part of the original model’s behavior. This type of analysis is especially relevant in cases such as the one involving Anthropic and Alibaba, where the interpretation of technical evidence can be decisive.</p>



<h2 class="wp-block-heading"><strong>The Qwen laboratory and Alibaba’s growth in Chinese artificial intelligence</strong></h2>



<p class="wp-block-paragraph">Qwen is the family of artificial intelligence models developed by Alibaba Cloud. <p class="wp-block-paragraph">In recent years, companies such as Alibaba, Baidu, Tencent, ByteDance, Moonshot AI, MiniMax, and DeepSeek have significantly increased their investments in artificial intelligence. In many cases, these developments have been driven both by commercial competition and by the strategic interest of the Chinese government in reducing dependence on foreign technology providers. Within this context, Alibaba has strengthened its commitment to developing its own models capable of competing with solutions created by companies such as Anthropic.</p>



<p class="wp-block-paragraph">The progress of Chinese models has surprised many analysts. While just a few years ago there was a significant gap compared to leading U.S. laboratories, several systems developed by Alibaba and other Chinese companies now offer comparable performance in multiple tasks, especially in programming, mathematical reasoning, and language understanding.
